Transportation Corridor Agencies Welcome New Chief External Affairs Officer

Michele Miller brings 30 years of experience in public and media relations, community outreach, government affairs and management experience to the Agencies

Irvine, Calif. - May 30, 2023

The Transportation Corridor Agencies (TCA) are pleased to announce the selection of a new Chief External Affairs Officer to provide strategic direction for the Agencies’ communications and outreach efforts, including engagement with federal, state, and local elected officials, community leaders, stakeholders, the media and The Toll Roads’ customers.

Michele Miller’s 30-year career in public and media relations, community outreach, government affairs and management include a previous stint as the Agencies’ Public Affairs Officer from 1995 to 2000. In addition, she has served in leadership roles at the Santa Margarita Water District, the County of Orange to former Third District Supervisor Gaddi Vasquez and at several private sector companies.

Most recently, Miller spent nearly a decade at the Irvine-based office of TRC Companies, Inc., where she led a team of public outreach professionals on developing and implementing outreach campaigns to support public agencies, including the Orange County Transportation Authority, Riverside County Transportation Commission, Orange County Public Works and numerous cities throughout the state.

“We welcome Michele’s return to TCA,” said TCA Interim CEO Valarie McFall. “She has worked on numerous diverse and impactful outreach campaigns for public agencies throughout the Southern California region, with an emphasis on the transportation sector. Her previous experience at TCA during the construction of the 73, 133, 241 and 261 Toll Roads is invaluable to our team as we continue our story of innovation and success, serving the Agencies’ 2.3 million customers and the Southern California region.”

Miller will oversee the External Affairs department, which includes government relations, legislative affairs, community outreach, customer communications, media relations and graphics.

“As part of the public affairs team who pioneered the concept of toll roads in Southern California, I’m excited to return to TCA and apply the skills I’ve honed working with public agencies on a variety of projects, initiatives and programs,” Miller said. “I enjoy developing and implementing educational campaigns and multi-faceted outreach plans that ensure community involvement in the delivery of regional transportation projects and look forward to using my expertise and industry knowledge to advance the Agencies’ mission, vision and goals.”

Miller earned Bachelor of Arts degrees in journalism and political science from the University of Arizona. She has held memberships in several professional organizations, including the Orange County Public Affairs Association, Women in Transportation Orange County and Orange County Public Relations Society of America.
